Keeping the focus for 18 holes (~4.5 hours) is much more difficult. “Playing 9 hole rounds requires different level of concentration than 18 hole rounds. (so please interpret this post as my opinion and not the USGA’s) Well, the USGA doesn’t really explain the reasoning behind having two different handicaps but based on all my readings and interpretations of the USGA thinking, I will give you my best guess. Why not simply multiply your score times 2 for 9 hole rounds? NOTE that 9 hole rounds are not utilized for the regular Handicap Index calculation. To calculate this handicap you simply use the course rating of the 9 holes you played and use the same formula you use for 18 hole Handicaps. The on course enforcement of the POP will be the responsibility of the Rangers, Starters, and the Professional Staff. If a person's name appears on the SPL three times, that person will be restricted from teeing off prior to 2:00 p.m. Failure to complete the round in the allotted time will result in the four members of the group being recorded on the Slow Players List (SPL) by the Starter. Upon the completion of the round, the group will return the card to the Starter, Ranger or Cart Attendant. The POP card will break down the entire 18 holes and where each group needs to be in relation to their tee time (see example below).
